Hugo Chavez has an ideology that he should pursue the 21 century socialism to his country
A part of his ideology is to advance the technology in his country. Particularly in auto industry, Chavez gave production quotas to Venezuelan Toyota to produce vehicles for the need of their rural areas and directions for more technological advancements which the company is utilizing globally.
The Chavez Administration will expropriate the the company if they would not meet the government's demands.
